ARC commands or as system commands independent of ARC/INFO. created by Randy Deardorff of the United States' EPA Region 10 and in the public domain. Full source and windows binaries attached (Version 5.7 July 13, 1998).

These programs a very useful if you want to maniplulate field values using tools which aren't avaiable inside Arc. For example regular expression search and replaces with your favourite text editor, or more complex maths with Excel.

There is a source code archive at http://ftp.intevation.de/freegis/misc/ (dbf2info.zip) which is probably a more reliable link to bookmark than this page.
