Some of it's sub-programs are:
BatchTransferAttributes - how to transfer only the attributes from one polygon cover to another, leaving the geometry behind
SmartProject - a less error prone method of projecting, for when the input projection is defined, but you may not be sure what it is. Is now wildcard aware(!).
ArcLibrarian - some small things to make librarian usage a little easier.
